Municipal Master Plan - PDM

The Municipal Master Plan is an essential legal instrument in the management of the municipal territory. It defines the strategic framework for the territorial development of the municipality. It is the reference for the elaboration of the remaining municipal plans (Urbanization Plan and Detailed Plan).

It is articulated with national, regional, or inter-municipal territorial management instruments, integrating the planning constraints that bind the municipality. Here, ecological or agricultural reserve areas, protected areas, or coastal area planning are listed.

Thus, the following documents are part of the PDM:

  • Regulation: Composition of the normative element of the PDM, which establishes the rules and parameters applicable to land occupation, use, and transformation, binding public entities and, directly and immediately, private individuals.
  • Planning Map: Representation of the spatial organization model of the municipal territory.
  • Constraints Map: Identification of administrative easements and public utility restrictions in force that may constitute limitations or impediments to any specific form of land use.

The Municipal Master Plan is also accompanied by the following documents:

  • Report: Clarification of the strategy and local development model, namely the strategic objectives and the basic territorial options adopted for the spatial organization model.
  • Environmental Report: Identification, description, and assessment of potential significant environmental effects resulting from the application of the plan and reasonable alternatives, taking into account the respective objectives and territorial scope of application.
  • Execution Program: Contains provisions on the execution of priority interventions by the State and the municipality, planned for the short and medium term, and the framework for State interventions and municipal interventions planned for the long term.
  • Financing Plan and Economic and Financial Sustainability Justification.

The Municipal Master Plan is also complemented by the following elements:

  • Regional Context Map.
  • Existing Situation Map with Land Use.
  • Map and Report indicating existing urban planning commitments.
  • Noise Map.
  • Submissions received during the public discussion and the respective weighing report.
  • Statistical Data Sheet.
